16-17 Saver railcard will remain valid after holders turn 18

Young rail passengers who buy a 16-17 Saver from 17 August 2026 will be able to keep it for a full year, even if they turn 18 during that period, the Department for Transport says.

The change replaces the current expiry point at a card holder’s 18th birthday. The department says the card offers a 50% discount and that more than 70,000 students a year previously lost access to the maximum discount when they turned 18.

The revised validity period is intended to cover students and young people in education, training or work through the academic year. It brings the product’s expiry rules into line with other railcards, according to the department.

The announcement is a UK government rail-fares change. It does not set out separate arrangements for Wales, but it is relevant to 16- and 17-year-olds in Wales who are considering the railcard for journeys to education, training or work.

What this means for Wales

The practical point is the purchase date: someone eligible for the 16-17 Saver will be able to use the card for 12 months from the date they buy it after the rule changes take effect. The Department for Transport has not announced a distinct Welsh scheme or separate Welsh eligibility rules in this release.
