Learners must manage their own driving test bookings under new rules
DVSA rules introduced in May barred third parties from booking or managing car tests for learners and added further limits on moving appointments.
Learner drivers became responsible for booking and managing their own car driving tests under DVSA rules introduced on 12 May 2026.
The UK Government said third parties, including unofficial booking and cancellation services and driving instructors, could no longer make a booking for somebody else. Changing, swapping or cancelling another person's test also breached the booking service's terms.
Learners were advised to pay only the official DVSA fee: £62 on weekdays and £75 during evenings, weekends and bank holidays. A separate change had already reduced the permitted number of appointment changes from six to two.
From 9 June 2026, learners were also limited to moving a test to one of the three nearest test centres. Instructors and schools could still advise learners when they were ready and record their availability.
Provisional government data recorded 1,998,608 car tests between April 2025 and March 2026, up 8.6% on the previous year, with 1,000,043 passes.
