Welsh Government publishes learner-travel guidance consultation report

The Welsh Government has published a report summarising consultation responses on a proposed second edition of Learner Travel Operational Guidance.

The consultation ran from 11 June to 28 November 2025, according to the statement. The government says the draft guidance was the second edition of its operational guidance for learner travel.

It says 283 responses were received online and a further 28 by email, giving a total of 311. The government says it has reviewed all responses and that the published report summarises the views received.

The statement says the report sets out the government’s proposed next steps. It does not announce that the revised guidance itself has taken effect, so families, schools and local authorities should continue to use the applicable current arrangements while any next steps are considered.
